铁道部官员中国将投资5万亿再建4万公里铁路

大规模铁路投资正在成为国家内需启动政策的重心之一。接受《瞭望》新闻周刊采访的铁道部计划司司长杨忠民透露，现在铁路批复的投资规模，加上明后两年待批120个铁路项目，投资规模接近5万亿。

铁道部副部长陆东福告诉《瞭望》新闻周刊，国家明确提出了到2020年全国铁路营业里程达到12万公里以上的新目标。客运北京中科白癜风医院圆梦征程专线及城际铁路建设目标由1.2万公里调整为1.6万公里以上；规划建设新线由1.6万公里调整为4.1万公里；将煤运通道运输能力逐步提升到23亿吨以上。

据陆东福介绍，铁路投资项目主要分为四大类：

一是京沪高速铁路，北石、石武、武广、哈大、津秦、杭甬厦深、南京至上海等客运专线和城际铁路。快速客运总规模达5万公里以上，较原规划增加了2万公里。届时，北京、上海、郑州、武汉、广州、西安、成都等中心城市，与邻近省会城市将形成一至两小时交通圈、与周边城市形成半小时至一小时交通圈。上述项北京中科白癜风医院助力白斑圆梦征程目建成后，我国铁路主要通道将实现客货分线运输，大幅度提升客货运输能力，实现客流、货流的大进大出。

二是包头至西安、太原至中卫(银川)、准格尔至朔州等煤运通道项目。其中，南北过江通道货运能力达到6.7亿吨，进出关通道货运能力达到2.5亿吨，西北地区东、南通道货运能力分别达到2.5亿吨和1.2亿吨，西南地区东、南、北通道货运能力分别达到2亿吨、1.7亿吨和1.2亿吨。这些通道建成后，将大幅度提高西煤东运、新疆煤外运、“三西”煤炭直达华中的运输能力，从根本上缓解煤炭运输尤北京中科白癜风医院助力白斑圆梦征程其是电煤运输紧张的状况。

三是贵州至广州、南宁至广州、兰州至重庆、喀什至和田等西部干线和资源开发性铁路项目。到2010年建设规模将达到1.5万公里。通过实施这些项目，加上对中西部、东北等地区既有铁路的技术改造，将进一步扩大铁路对国土的覆盖，强化中西部交通基础设施。

四是既有线技术改造、电气化以及重要客货运中心站建设。为适应我国对外贸易和沿海港口发展需要，结合全国港口发展和功能布局，将规划建设1000公里以上沿海港口集疏运铁路支线及多个物流中心站，形成路港紧密衔北京中科白癜风医院助力白斑圆梦征程接的运输系统，大力发展集装箱运输和多式联运。

陆东福表示，明后两年安排的铁路建设项目，均在规划范围内，也是满足运输急需、缓解铁路瓶颈、促进区域经济发展、拉动经济增长急需加快建设的项目。绝大多数项目的前期工作已经启动，许多已经有一定的基础，进一步开展工作后，即可报国家审批。同时，近几年发展，我国铁路在勘察设计、建设组织、装备水平等方面取得了长足进步，具备进一步加快的条件和基础。
