温家宝建议成立上海合作组织开发银行

2010年11月25日，上海合作组织成员国第九次总理会议在塔吉克斯坦首都杜尚别举行。会议由塔吉克斯坦总理阿基洛夫主持。

国务院总理温家宝出席了大、小范围会谈。温家宝在讲话中表示，去年北京总理会议以来，上合组织政治、安全、经济和对外交流职能得到加强。成员国在涉及彼此重大核心利益问题上相互支持，在应对治白癜风专业医院重大自然灾害、反对恐怖袭击方面相互帮助，务实合作不断扩大，在重大国际和地区问题上的协调更加密切。这些成果来之不易，上合组织和各成员国经受住了国际金融危机的严峻考验。

温家宝指出，当前世界政治、经济格局正在发生深刻、复杂变化，我们要依靠集体的力量更好维护地区和平与稳定，促进经济、社会、文化全面均衡发展。这不仅符合各成员国利益，而且有利于增强上合组织的凝聚力和吸引力。

温家宝强调，维护本地区的安全、稳定、和谐对促进上合组织自身建设发展，深化成员国互利合作至关重要，我们必须加强战略沟通，增进互信，协调行动，逐步建立维治白癜风专业医院护地区安全稳定的长效机制，采取共同行动和综合措施，更有力、有效、持久地打击“三股势力”、毒品走私、跨国有组织犯罪。

温家宝就加强上合组织务实合作提出以下建议：

第一，增强经贸合作的活力。坚持政府引导，推动企业按照市场规则，扩大合作，依靠科技进步，促进地区经济加快发展。

第二，扩大能源合作。确保能源输送安全，合作开发利用风能、太阳能，提高能源利用率。

第三，加快公路、铁路、信息高速公路等基础设施建设，扎实推进地区互联互通。

第四，加强农业合作。研究建立上合组织粮食安全合作机制。中国愿意帮助治白癜风要多少钱成员国建立农业技术示范园。

第五，深化财金合作。推动银联体框架内的合作，拓宽商业融资渠道；并研究成立上海合作组织开发银行，探讨共同出资、共同受益的新方式；扩大本币结算合作，促进区域经贸往来。

第六，推进能力建设和人文交流。进一步完善边境地区自然灾害、公共卫生等各类突发事件的应急处理机制，中方愿为成员国培训汉语和高级管理人才，承办本组织首届大学生艺术联欢节，同成员国在传统医学领域开展交流合作。
