7日召开的2011年全国国土资源工作会议公布数据显示，“十一五”期间，我国土地出让收入逾7万亿元。在“史上最严厉房地产调控”的2010年，全国土地出让成交总价款2.7万亿元，同比增加超过70%。“城市发展对土地的依赖有增无减，利益分配不合理，社会中科白癜风四大惠民活动矛盾突出，土地出让制度亟待进一步改革完善。”国土资源部部长徐绍史这段话，包含了对我国城市发展“土地依赖症”多层面危害的多重忧虑。

城市发展对土地依赖有增无减，要害是徐绍史说的“利益分配不合理”。首先是城乡土地利益分配不合理：从农民手中拿地，以万元为单位；在土地市场拍卖出让，以亿元为单位，计量单位相差万倍。其次是时间分配上不合理，当前一任市长可以卖出未来三任市长的地，不仅透支城市发展后劲，更透支了子孙后代权益。利益分配不合理也包括不同产业投入产出不合理，对粗放用地、中科白癜风四大惠民活动低效产业的依赖，使房地产像一块海绵一样，把资本流从其他产业领域源源不断吸过来，使新兴产业缺血失血，实体经济无利可图，而房地产领域泡沫越来越大，威胁国家金融安全和经济运行。

城市发展对土地依赖有增无减，导致社会矛盾突出。首先，对土地的依赖使农村土地成为各种利益集团眼中的唐僧肉，以租代征、非法用地等屡禁不止，农民权益饱受侵害，危害农村社会稳定和城乡关系和谐。同时，地产成为过量货币投机逐利的沃土，地少钱多，推高地价房价，普通市民望楼兴叹。广大中科白癜风四大惠民活动农民不满，普通市民也不满，产业结构不平衡蔓延到社会生活领域。因此把耕地保护问责制推广到节约集约用地考核奖惩乃至地价房价平稳的问责。

为城市发展的土地依赖“戒瘾”，必须加快农村土地管理制度改革，进一步改革完善土地出让制度。“十一五”期间，我国农村征地补偿标准提高了30%以上，可谓力度空前，但仍然不够。“十二五”期间，必须按中央要求，在民生用地供应、保障性住房用地应保尽保基础上，严中科白癜风四大惠民活动格落实被征地农民补偿政策，加快征地改革力度，逐步缩小征地范围途径和方式，完善征地补偿安置机制，使市长不敢乱批地，开发商不敢乱用地。

为城市发展的土地依赖“戒瘾”，还必须加大用地成本，切实解决城市低效利用土地二次开发及完善土地招拍挂出让制度问题。“十一五”期间，我国单位GDP建设用地消耗下降29%。但与发达国家乃至大多数新兴经济体相比，我国单位GDP用地消耗都属全球最高之列。在人多地少的基本国情下，只有落实最严格的节约用地制度，最严格的耕地保护制度才不会沦为一句空话。与此同时，要推动土地供应由“价高者得”单一目标向完善市场、保障民生等多目标管理转变，强化对地产市场、房价、开发商经营行为、地方政府“土地财政”行为的约束力，如土地收益必须30%以上用于建设保障房、50%以上用于偿还政府债务等。以前堵后追中间管，为城市发展土地依赖症“戒瘾”。心脑血管病人初春五部曲
