国务院总理温家宝２７日主持召开国务院常务会议，对“７·２３”甬温线特别重大铁路交通事故遇难者表示深切哀悼，对受伤人员和伤亡人员家属表示亲切慰问，决定采取坚决措施，以交通、煤矿、建筑施工、危险化学品等行业领域为重点，全面加强安全生产。

７月２３日，Ｄ３０１次列车在甬温线永嘉至温州治疗白癜风的专科医院之间的高架桥上与Ｄ３１１５次列车发生追尾事故，目前已造成３９人死亡、１９２人受伤。事故发生后，党中央、国务院立即作出救援部署，有关地区和部门、公安民警、消防部队、武警和解放军官兵、医护人员全力抢救，当地群众和社会各界人士积极参加救援。目前，受伤人员正在接受治疗，善后处理工作全面展开。会议要求，要按照科学、严谨、依法和实事求是的原则，严肃认真地对事故进行调查处理。抓紧查清事实，依法依规追究责任。调查处理工作要公开、透明，结果向社会公布，给人民群众一个真诚负责任的交代。要继续全力救治受伤人员，全力减少因伤死亡、因伤致残。要准确核实遇难者人数和身份，妥善做好赔偿、抚恤等工作。

会议指出，近一段时间，一些地方接连发生煤矿、非煤矿山、道路交通事故和建筑物、桥梁垮塌事件，给人民群众生命财产造成严重损失。这些问题充分暴露出一些地方、部门和单位安全生产意识淡薄，安全责任不落实、防范监管不到位，制度和管理还存在不治疗白癜风的专科医院少漏洞，教训极其深刻。

会议决定采取坚决措施，以交通、煤矿、建筑施工、危险化学品等行业领域为重点，全面加强安全生产。（一）全面排查和消除安全隐患。要针对近期事故多发暴露的突出问题，对以铁路、公路、桥梁为重点的交通运输，以煤矿为重点的矿山，以危险化学品为重点的工业领域，以在建住房项目为重点的建筑领域等，开展全面、系统、彻底的安全隐患排查。对发现的安全隐患，必须限期整改。对不具备安全生产条件的生产经营企业，要坚决停产整顿或依法关闭。对存在重大安全隐患的桥梁、建筑、车辆等，要坚决停用，待采取措施白癜风医院有哪些符合安全要求后方可使用。对非法违法生产经营建设行为，要依法打击，并严防死灰复燃。当前正值汛期，洪涝和地质灾害易发，要切实加强安全防范，减少灾害损失。（二）全面落实和完善安全生产制度。要针对近期多发问题和排查出的突出隐患，狠抓制度落实，切实纠正一些地方、部门、企业有法不依、有章不循、纪律松弛、责任不到位的现象，真正做到依法准入、依法生产、依法监管。加快修订安全生产法，进一步明确责任，加大对违法行为的惩处力度。完善安全生产应急预案，组织应急演练，努力提高事故救援和应急处置能力。（三）严格落实安全生产责任。要认真贯彻《国务院关于进一步加强企业安全生产工作的通知》，全面落实企业安全生产主体责任，并把责任层层落实到每个生产环节、每个工作岗位，真正做到不安全不生产。要强化有关部门和地方的安全监管责任，领导干部和监管工作人员要敢于负责。发生生产安全事故，要根据情白癜风治疗的医院节轻重依法依规严肃追究有关领导干部、企业负责人和相关人员的责任。对关系安全生产的重点部位、关键岗位，要配强干部和管理人员，确保有人负责、有得力的人负责、能负得了责。（四）切实加强安全生产和监管能力建设。深刻总结每一次事故的教训，有针对性地提高标准、改进技术，加强技术培训，提高管理水平、技术水平和防范事故能力。加强对职工的安全生产培训，坚持先培训后上岗，持证上岗。安全生产培训决不能走过场，不搞速成班。（五）依法加强行政和社会监督。强化部门协调，完善行政监督体系，确保发现隐患能及时整改、发生事故能及时处理。建立健全安全生产举报制度，实行安全生产信息公开，接受群众监督。各部门、各单位接到关系安全生产的举报，都必须在第一时间查明情况、负责任地加以处理，及时向社会发布准确真实的信息，让人民群众放心。要自觉接受舆论监督，对舆论揭露的问题要深查原因，切实整改。（六）大力加强安全生产宣传教育。广泛宣传安全生产知识，增强全社会的安全生产观念，建设以人为本、关注安全、关爱生命的安全文化。领导干部尤其要全面学习掌握安全生产知识，增强安全生产意识，严格依法依规办事。吴敦义妻蔡令怡鹰派助其攀政治高峰
