香港公布高官差旅开支局长或以上才能坐头等舱

南都讯 记者何薇 发自香港在昨日的香港立法会会议上，香港政制及内地事务局局长谭志源就议员对于高官(包括局长、副局长和政治助理)外访事宜的提问，公布了3司12局29位主要官员的因公务外访的费用清单，包括出访次数、目的地以及开支总额。其中，财经事务及库务局局长陈家强的外访开支总额名列榜首，花费超过194万港元。

财经事务局长出访开支最高

清单中显示：港府各现任局长、副局长和政治助理自上任以来，截止到2012年3月，在此次公布的29位高级官员中，财经事务及库务局局长陈家强的出访43次，开支超过194万元(港币，同下)，开支总额为政治委任官员之冠，他平均每次出访花费4.5万；其次是环境局局长邱腾华，任内共外访60次，花费近182万元，平均每次3万元；而食物及卫生局局长周一岳则名列第三，外访41次，花费约153万元，平均每次3.7万元。

而在任内出访次数最多的则是环境局局长邱腾华和民政事务局局长曾德成，两人均为60次。紧随其后的是运输及房屋局局长郑汝桦，任内出访51次，发展局局长林郑月娥是46次。

由于出访目的地的不同，外访次数最多的邱腾华与曾德成两位局长花费的金额也不一样，分别花费约182万和70万。从清单的统计显示，邱腾华60次外访的46个目的地中，仅6个在内地，1个在澳门，其余近九成均为国外。相比之下，民政事务局局长曾德成出访的目的地则更多在内地。

局长或以上才能乘坐头等舱

昨天，有议员就官员外访细则中，对开支设定的上限和厘定的标准提出了质疑。谭志源在回应时表北京哪个医院白癜风最好示，政治委任官员进行公务外访，是应工作需要。开支方面按照《政治委任制度官员守则》中的相关规定，就官员到外地公干的机票等级和膳宿津贴订出指引。

谭志源说，在机票等级方面，主要官员(即司长和局长)和行政长官办公室主任到外地公干可乘坐头等舱。而副局长及政治助理外访时的机票级别，与相当职级的公务员相同；在膳宿津贴方面，政治委任官员需遵守的规则和规例与公务员相同。

而在随后的立法会会议上，议员叶刘淑仪再次就行政长官近期公务外访期间的开支情况向政务司司长林瑞麟提问。叶刘淑仪指出，近年行政长官的外访次数增加，连同其随行人员的北京哪个医院对白癜风治疗有效果开支在内，总额高达1067万元。
