西班牙欲带领欧盟迎接新挑战

２０１０年１月１日，西班牙将接替瑞典，担任为期半年的欧盟轮值主席国。舆论认为，２０１０年对欧盟至关重要：北京中科白癜风级别新的机构需要进行磨合和过渡，经济要开始艰难的复苏之路，对外关系要谋求有更大的主动权。西班牙此刻走马上任担子不轻，但西政府表示已做好一切准备，带领欧盟迎接挑战。

根据２００９年１２月１日正式生效的《里斯本条约》，西班牙在此次担任轮值主席国期间将根据本国特点提出欧盟的工作重点，并确定欧盟首脑会议举办地。２０１０年７月１日至２０１１年６月３０日期间，西班牙将首次与比利时和匈牙利成立一个由３个主席参加的联合小组，共同领导欧盟理北京中科白癜风级别事会。

在欧盟新的组织机构和运营机制开始运转之际，西班牙首相萨帕特罗表示，要全面配合欧盟新“总统”，即由比利时首相范龙佩出任的欧洲理事会常任主席的工作，化“过渡期”为“变革期”，在最短的时间内使欧盟新机构走上正轨。

如何带领欧盟继续走出经济危机的困境，是西班牙面临的重要挑战之一。

由于在语言与文化上具有认同感，西班牙与拉美国家经贸文化往来密切，也是继美国之后在拉美地区的最大投资国。西班牙将在２０１０年安排欧盟与拉美和加勒比国家、欧盟与智利及欧盟与墨西哥的首脑会议。
