审计署09年全面审计奥运项目并公布结果

2月19日，审计署审计长刘家义在国务院新闻办公室举行的新闻发布会上向媒体介绍2008年审计工作的主要情况和2009年审计工作的重点，并回答记者提问。

４万亿元投资未发现重大违法违规问题

刘中科医院专家家义表示，审计署已经并将继续对4万亿元投资的落实情况进行审计，对重特大项目将进行跟踪审计，确保中央投资有效使用。

他说，到目前为止，审计结果表明全国没有发生重大的违法违规或者重大损失浪费问题，但存在一些需要改进和完善的问中科医院专家题。例如，在一些经济欠发达、财政收入较差的地区，配套资金还不能及时完全到位；一些农村基层项目缺乏统筹规划，存在重复建设问题。

他说，2009年，审计署正在和将要采取的措施是，围绕促进经济平稳较快发展这个中心，加大对这4万亿元投资中的重特大投资项目、重特大资源环境保护项目、重特大民生工程项目、重特大突发性公中科医院专家共事件等的全程跟踪审计。同时，对涉及民生的项目，比如对农民的种粮直补、饮用水安全投入等直接涉及百姓生活的财政支出，进行全面审计。

一些基层银行风险控制比较薄弱

2008年底，审计署对中国工商银行、中国银行和中国建设银行这三家国有股份商业银行进行了审计。刘家义表示，从审计中科医院专家微信结果来看，这三大银行通过股份制改造，内部机制得到了创新，管理水平得到很大提高，赢利能力有了较大增强，资产质量有了大幅度提升，不良资产率比原来大大下降了，正在向更好的方向发展。目前，国外某些银行出现减持我国股份制商业银行的现象，但这并不是我们的问题，而主要是因为这些国外银行需要通过减持、套取现金来克服自身困难。

他表示，审计也发现这三家银行存在的一些问题，主要表现在：这三大银行的一些分支机构尤其是基层银行，风险控制还比较薄弱；存在一些重大的违法违规问题，去年金融机构审计共揭露和查处重大违法违规和经济犯罪线索20件，这三家银行大概占了一半，涉案金额约为60亿元。
